Graduated in Law from the Universitat Oberta de Catalunya (UOC) and has a Master's degree in prevention, control and reaction to corruption. Public Compliance, Good Governance and Good Administration from the University of Barcelona (UB) and the Master in Accounting, Management and Control of Local Entities from the University of Malaga. She has been an employee of the Local Administration for more than 27 years. Since 2012, she has been a councilor at the Mollet del Vallès City Council.

Expert in public management, local internal control, institutional integrity and prevention of fraud and corruption in public entities. He has developed different responsibilities, always related to the field of Legal Services, including the direction of the Legal Advice and Compliance Service, the exercise of the internal control function and the responsibility of the regulatory compliance office in the Mollet del Vallès City Council. Her last responsibility has been accidental inspector of the City Council and its dependent entities, where she has carried out the reserved functions of internal control: inspection, audit and financial control in relation to the economic and financial activity of the entity, functions that she has combined with the coordination of Legal Services.

The Parliament of Catalonia ratified the appointment of Begoña Ballvé as the new deputy director of the Anti-Fraud Office on April 13th, 2023 and she has been appointed by the director with effect from April 19th, 2023.



  • To stand in for the Anti-Fraud director in the event of their absence or temporary incapacity.

  • To perform the duties delegated to him by the director in accordance with the law.

  • To serve as acting director of the Anti-Fraud Office in the event that the director leaves their post for reasons other than the expiry of their tenure.


Election of the assistant director

The director of the Anti-Fraud Office of Catalonia, with the prior approval of the Parliamentary Committee on Institutional Affairs, may appoint a person of proven expertise and skills to the post of assistant director, to whom the eligibility and incompatibility conditions applicable to the director shall also apply.
