In the proceedings initiated as a result of the submitted report, the award of a contract made by the City Council in favor of an association through a negotiated procedure without prior advertising is examined, in which certain invalidating irregularities could occur, given the possible existence of a conflict of interest, which presume singular conduct that could threaten integrity in the exercise of municipal public functions. The examination carried out resolves the archiving of the proceedings with communication to the City Council, on the one hand, of the possible occurrence of a verbal contract, and, on the other, of considerations regarding the delegation of signature of the municipal secretary.
