Santa Perpètua de Mogoda City Council

October-2023

Following a report, the Anti-Fraud Office has examined alleged irregularities in the execution of the rehabilitation works of a building, awarded by the City Council, with an execution amount that, as a result of the approval of the modified of the works for a higher execution amount, would have caused an economic loss for the municipal administration of close to 500,000 euros in cost overruns. From the examination of the documentation, reasonable indications of various irregularities have been deduced: laxity in the control functions of the execution of the work; existence of actions aimed at financially favoring the contracting company awarded the work through the preparation of certain contradictory prices, their inclusion in the modified project and subsequent certification; possible commission of document falsification in the drafting and/or signing of some of the 53 acts of site visits that replace the order book, and a possible certification and payment in excess of certain items. Derived from the action, the council assumes that there was a clear lack of control during a significant part of the execution of the work and abandonment of the functions of the optional management, executive management and municipal control by not having reported the economic diversion and of the need to draw up a modified project at the City Council and not have the documentation signed and up to date. The council has documented the start of actions in order to demand possible responsibilities.
