The purpose of these actions has been to examine an alleged treatment in favor of two individuals to be hired through the public procurement system to provide ordinary services of municipal architect and municipal technical architect, when materially these services would correspond to relationships own of the civil service regime. With regard to the case specifically related to the functions of architect, on the occasion of a lawsuit filed in 2015 for unfair dismissal of the person affected, the facts were the subject of litigation and resolution in the field of social jurisdiction, having fallen the object of the investigation by this Office. As for the job of municipal technical architect, in 2015, the council provided this position on a temporary basis until its final provision through the corresponding career civil servant. This final provision has now been completed and the job is held by the same person who initially held it temporarily. This procedure for the final provision of a job must be verified.
