The object of the present action is about an alleged favorable treatment of a merchant in the framework of an administrative concession of a service formalized in 1998 by the Sant Vicenç dels Horts City Council and which is being carried out term at present. As a result of the examination of the information and documentation in the file, it has been found that there has been a breach of contract clauses, the existence of an unjustified debt with the concessionaire, irregular changes to the contract and deficiencies in control and supervision of the execution of the service.
