The purpose of these investigative actions is to determine whether the council would have stopped collecting a certain amount of money from a municipal concessionaire and, in addition, whether it would have improperly paid public funds to the aforementioned concessionaire for alleged services not provided for in the concession contract. A possible favorable treatment due to the political affinity between the government team and the concessionaire is also being investigated. In this regard, the Town Council, in the exercise of its functions of internal control and supervision of economic, financial and budgetary management, is urged to investigate and inspect the settlements invoiced to the aforementioned concessionaire and the amount paid. The concessionaire himself must certify in detail what services were performed and invoiced that were not provided for in the contract. In this way, in the event that this inspection detects direct and assessable damage to the municipal coffers, the Sant Joan de les Abadesses Town Council is urged to initiate the corresponding ex officio review procedure.
