In response to a report, the possible favorable treatment in relation to the selection of personnel in an irregular manner, by emergency procedure and by means of interim appointments and without public call, is being studied. During the course of the investigation, it was determined that, beyond the various temporary staff appointments, jobs in the municipal corporation were filled in civil service without the vacant position being certified. It could be considered that the procedures and principles of access to the public service would not have been complied with.
