The alleged irregularities in relation to the tendering of a service contract provided through minor contracts are analysed. The repeated use of the minor contract for the provision of an essential service beyond the legally stipulated period is verified. For this reason, the council is urged to ex officio review the municipal administrative acts that were issued without due process and in violation of the principles of advertising and competition in public procurement and, consequently, dispose of a possible nullity regarding the provision of the contracted service.
