The purpose of the investigative actions is to verify the existence of alleged irregularities related to the temporary provision of a job in the council, which, apart from possibly being contrary to the law and to the law, warning of possible conduct opposed to probity that may attack the integrity and transparency in the exercise of public powers with the concurrence of a probable favorable treatment facilitating an improper and irregular use of the rights derived from the exercise of the public function. It is confirmed that the amortization of a job provided for in the organization chart or its replacement by another job is not the competence of the mayor's office. The mayor's office can only make a substantiated proposal to the competent decision-making body. In addition, there is a lack of objective description of the job and a poor motivation for the simultaneous termination and creation of a job. The urgent and non-postponable need for the provision of the workplace by service commission is not proven. There is a violation of basic principles of access to public employment.
