The purpose of this investigation is to determine the existence of alleged irregularities related to the hiring of staff by the Sant Climent de Llobregat Town Council. Specifically, it is necessary to clarify whether certain recruitments were carried out without respecting the principles of equality, merit, capacity and publicity that govern the local civil service, masking specific cases of alleged favorable treatment towards the hired persons, or in any case with a arbitrary policy of staff appointments. In the present case, it is not a specific appointment, but a global conduct or behavior of this corporation with regard to the selection of temporary staff. Thanks to the analysis of the action reported, the existence of a series of mayoral decrees that violate the basic rules of the public service has been revealed. Consequently, the corporation is urged, through its internal control and auditing bodies, to investigate this end and, if the investigations are confirmed, it must be taken into account that the lack of abstention in the cases in which it is appropriate may give rise to responsibility and that it is necessary to start a review of some selective processes, as well as of the decrees appointing these processes.
