After receiving the corresponding report, alleged irregularities related to the artificial splitting of the object of a public works contract have been examined. The council would have agreed that the execution of the work be carried out in three distinct and independent phases in order to circumvent the principles of publicity and concurrence. The purpose of carrying out the construction project in three different phases would have been to favor the company that was finally awarded the first two phases and to give it a favorable treatment.
