As a result of a report related to the awarding of a service by the Town Council through different minor contracts to the same supplier, several irregularities were found. Thus, the processing of the contracts analyzed would not have respected the procurement regulations, since certain mandatory documents would have been omitted and, in addition, a prohibited fractionation of the subject of those contracts would have been proven. It also highlights a situation of a possible real conflict of interest due to a kinship relationship. Taking into account the age of the events reported and that no actions or conduct of a fraudulent or corrupt nature were observed, this action ended with a decision to archive. However, with the aim of reversing situations and applying improvements, it has been considered necessary to bring to the council's attention the dysfunctions and irregularities that this Office considers to have been proven in the course of the action.
