Recommendations and tools to develop and implement 'Anti-fraud measures plans' Funds Next Generation EU On 21st July 2020, the European Council approved the creation of the Next Generation EU program to stimulate economic recovery and repair the damage caused by the COVID pandemic19 with a allocation of funds to move towards a greener European Union, more digital and more resilient to future changes and challenges. The European Recovery and Resilience Facility (RRF) is the centerpiece of this program. To access it, the State developed the Recovery, Transformation and Resilience Plan (PRTR). Order HFP/1030/2021, of 29 September, sets up the management system of the PRTR and establishes that any entity, decision-maker or executor, that participates in the execution of the PRTR measures must have a “Plan of anti-fraud measures” to ensure that the funds have been used in accordance with the applicable rules, in particular with regard to the prevention, detection and correction of fraud, corruption and conflicts of interest. From the Anti-Fraud Office, we have created this new website where we gather information and tools that will help public bodies to develop and implement effective ‘anti-fraud measures plans’ tailored to the risks of each organization. These plans, on the other hand, provide an opportunity to incorporate the management of the risks of corruption and fraud into all the management procedures of the institutions.
