Precharge Detection The tools included in this section complement the previous three as a way of detecting interests, although in this case they are started before the person takes office. Under this name we collect those practices designed fundamentally to carry out a prior suitability control (such as hearings or appearances in parliamentary headquarters or screenings or background scrutiny in selective processes), in the context of which it is particularly suitable to detect interests that may come to jeopardize the impartiality of the future public servant. The main difference with the declarations of interests discussed above is that these tools operate before the inauguration of the position and that the responsibility for the implementation of the tool does not rest on the declarant, but on the body responsible for suitability control.
