The purpose of this investigation is to analyze alleged irregularities related to a professor and former rector of the UPF regarding several issues: the alleged incompatibility that he would have incurred in order to combine his condition as professor and rector with the position of director of a private foundation, and certain expenses, charged to the University, while he held the position of rector. This Office has proven that the aforementioned professor simultaneously combined the position of professor at the UPF with the position of director of a private foundation for 21 years. This is, therefore, a breach of the regulations on incompatibilities of personnel in the service of public administrations (Law 53/1984), which in the case of university professors with full-time dedication establishes a regime of absolute incompatibility to exercise any public or private activity, since this group is equated with that of management personnel. Therefore, this Office requested the UPF to initiate disciplinary proceedings regarding this matter. In relation to the specific expenses incurred by the aforementioned professor in his capacity as rector on the occasion of a trip, financed by the UPF, this Office has already been informed about the regularization of certain items, of very small and residual amount, which should be returned as they do not correspond to expenses that can be assumed by the University.
