The Office has proven, during the investigation phase, a series of irregularities allegedly incurred by the Pla d'Urgell County Council, related to the hiring of labor personnel and the modification of the list of jobs. With regard to the successive hiring of reinforcement labor personnel, carried out directly without a public call, it has been agreed to file the action, although it has been considered necessary to warn the reported entity that direct hiring due to maximum urgency, protected by Catalan regulations, departs from the basic regulations of the public service, which include the principles of equality, merit, capacity and publicity for the selection of labor personnel. Regarding the modification of the list of jobs, initially approved in the plenary session of December 30, 2019, with unfavorable reports from the municipal Secretariat and the Auditor's Office, the Office has submitted a reasoned report to the County Council because the lack of effective compliance with an essential procedure has been highlighted: collective bargaining.
