In May 2023, the Parliament of Catalonia authorized the Anti-Fraud Office to carry out a prior assessment of the likelihood and, if necessary, an investigation into the irregularities in matters of personnel and transparency of the Parliament reported to the Office. As a result of the actions carried out, irregularities were detected in personnel matters (1. Licenses by age; 2. Retirement premium or allowance and bond award; 3. Provision in the position of auditor; 4 Expansion of a position for lawyers 5. Expansion of positions for the general secretary 7. Creation of instrumental positions in connection with the stabilization processes; 9. Selection of temporary reinforcements; 10. Increase of eventual staff) and in matters of transparency (11. Obstacles to the exercise of the right of access to public information). Irregularities in personnel matters were transferred to the President of Parliament through a reasoned report, formulating the corresponding objections, reminders and recommendations in this regard, urging her to review and report on the measures adopted or, where appropriate, the reasons would prevent acting in accordance with the recommendations and reminders formulated. The incidences in the matter of transparency were transferred to the síndica de greuges (ombudsman) in order for she to take them into consideration in the evaluation of the application of the obligations in the matter of active advertising and the right of access to public information of the Parliament of Catalonia .
