This investigative action has aimed to analyze the existence of alleged irregularities that may have been committed by the Pacs del Penedès Town Council in the 2019-2023 term and that affect several areas: (I) the alleged irregular payment of attendance allowances to government boards, and (II) the alleged hiring of people linked to members of the government team. This Office considers it proven that in the 2019-2023 term, the Pacs del Penedès Town Council paid several elected members undue financial assistance for attendance at meetings of the Local Government Board, given that aforementioned members were not part of this collegiate body; so the Pacs del Penedès Town Council was urged to initiate a procedure for the reimbursement of the amounts unduly paid. Regarding the hiring of two people, this Office was able to prove that they had been made through direct appointments without applying the principles of equality, merit and capacity and publicity established in the basic regulations of the civil service. However, with the documentation analyzed, no real conflict of interest characterized by the effective concurrence of opposing interests was found in the two previous hirings.
