The purpose of the present proceedings is to determine whether those responsible for the IMI would have caused irregularities in certain recruitment procedures of the entity, with a high proportion of direct recruitment and the use of a negotiated procedure without advertising, without considering the action competitive market, with fractionation of contractual objects and without the relevant budget allocation. From the actions taken, once the responsibilities for the corresponding procedure have been determined by the Barcelona City Council, it is estimated that the objectives of the Anti-Fraud Office have been met with regard to the functions of this institution in the local public sector. Those consist of examining the performance of the local administration in the area of its competences and, where appropriate, urging the corresponding local entity so that -in the exercise of its control functions and internal control of economic, financial and budgetary management- investigate and inspect, through the corresponding bodies, possible cases of irregular use or destination of public funds and also conduct opposed to probity or contrary to the principles of objectivity, effectiveness and full submission to the law and the right. The action ends with a filing resolution.
