Following a report filed against the Morell Town Council, the subsidies granted by this corporation to two municipal sports entities have been analyzed. This Office notes that the municipal intervention already carried out the mandatory control action on the subsidies analyzed and consequently already exposed the deficiencies observed. In this sense, the Morell Town Council is urged, in coherence with the audit report issued by the auditor, to agree to the reimbursement of the unjustified amounts with respect to the subsidies granted in the years 2018 and 2019 to one of the audited sports entities. On the other hand, a conflict of interest and a consequent breach of the duty of abstention have also been revealed by one of the elected members who intervened in the Plenary, which finally left the agenda item regarding the approval of the audit of the subsidies granted in abeyance, given that said member was president of the sports entity being audited. For all this, a reasoned report has been delivered to the Morell Town Council. Regarding the transparency obligations that fall on private entities receiving subsidies, derived from Law 19/2014, of December 29, on transparency, access to public information and good governance, the sports entities affected by the investigative action have been urged to include this information on their websites and to communicate it to the responsible bodies, that is, the Department of Presidency and the General Secretariat for Sports.
