Following a complaint, it has been examined whether the City of Morell and others have committed fraud by awarding certain and recurring service contracts in the form of collaboration agreements, thus avoiding the application of the public procurement rules. This practice would also have led to a favorable treatment of the company/companies awarded the aforementioned contracts.
