Based on the report filed, the contract for the construction and management of the municipal market was analyzed, due to the presumed irregularities that were detected in the granting of the aforementioned contract and subsequently, with the transfer of shares by the management company to a second commercial company that would have acquired a large part of its ownership. It is the circumstance that this transfer of shares, without the mandatory authorization of the Montgat Town Council, would have given rise to a presumption of contractual rescission, in accordance with the administrative clauses and public procurement regulations.
