Ministry of Home Affairs and Public Safety
September-2024
As a result of a complaint, alleged irregularities in the civil service of the General Directorate of the Police (DGP) have been examined, relating both to the high proportion of temporary staff to occupy positions reserved for civil servants and to the irregular provision of certain jobs reserved for civil servants. Of the actions taken, it should be noted, firstly, that during the course of the action a process of stabilising the temporary staff of the Generalitat has been carried out with the aim of reducing the percentage of temporary staff within the Generalitat, and, secondly, no evidence could be found of possible preferential treatment to obtain any job position in the DGP as a result of a family relationship with close superiors. However, given that in most of the positions reported and filled through a task assignment, the maximum period provided for by the regulations for carrying out the corresponding call for competition was exceeded, and despite the fact that the known and updated data have allowed us to verify that practically all of the indicated positions have been filled through the corresponding specific competitions, therefore adapting to the current regulations on the subject of civil service and the provision of jobs, it has been considered pertinent to send a recommendation to the Ministry of Home Affairs and Public Safety on the need to streamline the provisions and adopt or promote solutions such as declarations of absence of conflict of interest in appointments, and, finally, the actions have been filed.
