The actions focus on an alleged plot to place people in managerial positions in the municipal structure, through the fraudulent use of the figure of the service commission, to assign certain people to positions of responsibility. It is verified that some of the reported facts were already the subject of investigation in previous actions by the Anti-Fraud Office and, regarding the effects that the reported service commissions would have, it is not verified that they had the impact attributed to them in the complaint in the subsequent selective processes for the positions of director or head of services indicated therein.
