The object of the present action lies in the alleged irregularities related to the contracting by the Hospitalet City Council of a citizen attention service through an assignment to the Barcelona City Council, ​​without any procedure being processed of recruitment nor was, finally, any collaboration agreement formalized. Although irregularities are detected in the processing of the corresponding awards (verbal orders), to the extent that individual credit recognition procedures were subsequently carried out, in accordance with the applicable regulations, it is considered that would have produced the conversion of an act deemed null and void into a right to collect the price of the work carried out and the filing of these actions is resolved.
