The purpose of these actions is to focus on the alleged favoritism of a temporary municipal employee. The municipal entity proceeded to convert the vacancy occupied by this person into a job of a civil servant. This person acquired the status of civil servant of the institution without any selective process having been carried out that would guarantee the principles of publicity, merit and capacity.
