As a result of a report, the alleged abusive and indiscriminate use of staff appointments by free appointment is examined, avoiding the requirements of publicity and justification set by law. From the actions carried out, there are no concrete indications of an illegal use or destination of public funds, but the anomalies detected would not exceed the sphere of inherent and intrinsic risk in the exercise of the management of public affairs. Nevertheless, it is considered appropriate to send a communication to the council, in relation to the imperative need to provide sufficient prior publicity and to adequately justify appointments by free appointment.
