As a result of a report, the alleged preferential treatment in the bidding for a service contract to the bidding companies that did not provide the required documentation in the set of administrative clauses has been examined. Also, in this case, it is intended to determine whether the set of particular administrative clauses (PCAP) could have favored eventual collusive agreements between bidders and whether potentially collusive guidelines are observed for the actions of the bidding companies. Regarding the first fact, no favorable treatment is ruled out. With regard to the possible collusive behavior of some of the bidding companies, indicative elements are detected that would demonstrate this and a communication is sent to the Catalan Competition Authority (ACCO) in case it considers them deserving and susceptible to investigation the facts detected.
