As a result of a report, the possible favorable treatment of the council in the awarding of a service contract and the lack of control and monitoring of the service subject to the Town Council contract have been examined. The investigative actions show the use of the extraordinary processing of extrajudicial credit recognition files as a frequent form of action by the local entity. The municipal entity is urged to demand the possible responsibilities (patrimonial, disciplinary or accounting) of the authorities and staff for the assumption of commitments of obligations acquired without contractual coverage, without credit or in breach of the applicable budget regulations . At the same time, the municipal corporation is asked to formalize the service contract as quickly as possible.
