Following a report, the alleged favoritism in the provision of an educator's position has been analyzed, as it was not provided through a procedure to access the civil service in the protection of the constitutional principles of publicity, merit and capacity. The indiscriminate use of temporary employment to fill the positions of teachers and educators has also been analysed. It is checked how the staff who occupy the positions of teachers and educators in the affected center chain temporary contracts (temporary for replacement and for vacancies until the regulatory provision) to cover permanent needs. With this dynamic, the principles of access to the public service could be contravened, so the municipal entity is urged to reverse this situation.
