Following a report filed, the repeated conduct of the highest municipal official at the time was analyzed to nullify the suspensive objections to the appointment of several heads of the local entity and the payment of employee salaries, carried out from the municipal intervention and also against the criteria of the municipal secretariat. Taking into account that several issues were clarified in other administrative and judicial orders, a reasoned recommendation was submitted to regulate the procedure for approving extrajudicial credit recognitions and the procedure for demanding responsibilities from the responsible persons within the framework of good governance regulations.
