Catalan Finance Institute

November-2021

The object of the investigation is the possible favorable treatment dispensed by the Generalitat of Catalonia, through the Catalan Finance Institute (ICF), in the operation and management of a €200,000 loan to a professional college. In the loan operation, formalized in 2009, there was (using the risk language defined by the ICF itself) the materialization of an operational risk consisting of the erroneous cancellation of the loan in 2012, a fact that was detected by the same ICF in 2013 and managed as a credit risk of the entity, without this management, despite the serious error detected, not being able to deduce a higher than usual risk connected with a favourable treatment. Likewise, it should be noted that the antiquity of the facts reported makes it difficult to demand any residual responsibilities from the claim procedure initiated by the ICF for the recovery of the loan.
