Catalan Agency for Development Cooperation
May-2025
Following a report about possible irregularities in the hiring of a certain person by the Catalan Agency for Development Cooperation (ACCD), the action has analyzed whether that person had been hired as a permanent employee despite having a profile comparable to that of temporary staff, presumably due to cronyism and without respecting the selection regulations. It has also been examined whether that person provided effective services to the ACCD or whether, otherwise, provided them to the General Directorate of Cooperation. From the examination carried out, it is clear that the job position existed in the organizational chart and in the list of jobs, with provision for the free designation system, and that the formal fit of the hiring was in accordance with the regulations in force at the time. Likewise, no solid evidence has been obtained that proves preferential treatment or non-compliance with the selection regulations, which is why the action has been filed.
