The action originates from the complaint filed for alleged irregularities in the call for the merit competition for internal promotion to cover four administrative positions processed by the Town Council of La Bisbal del Penedès. Once the action has been completed, the Anti-Fraud Office considers that the Town Council violated the civil service regulations in the appointments by decree of four civil servants in group C1, as there was a promotion from one body/scale of a group/subgroup to another higher one through the merit competition. For this reason, a reasoned report was delivered to the Town Council of La Bisbal del Penedès in which the initiation of an ex officio review procedure for the full nullity of the four appointments was requested.
