The object of these actions has been the possible irregularities of the Barcelona City Council in the processing of various planning instruments through which it was intended to expand a shopping center. More specifically, it analyzes whether the City Council has arbitrarily paralyzed these planning instruments. The actions carried out by this Office have shown that the supposed changes of criteria of the municipal technicians in the approval of the aforementioned planning instruments were not such, but were based on technical and legal reasons. From the investigative actions it can be concluded that no facts or conduct have been brought to light that attest to irregularities, of a corrupt or fraudulent nature in the municipal action.
