On the occasion of the report filed, the indiscriminate and (predictably) abusive use of extraordinary provision figures for municipal command positions is investigated through assignments of functions with accumulation of tasks, provisional assignments and/or service commissions, with the eventual breach of the right to internal promotion, definitive assignments, the administrative career, and the violation of the principles of access and promotion within the civil service. Taking into account the fact that there are positions temporarily provided by these means, the municipal corporation is urged to review ex officio the resolutions that agreed on the assignments of functions due to accumulation of tasks of the different heads of departments and municipal units that may contravene the regulations, and to convene the jobs to provide them definitively.
