Arboç Town Council
May-2021
As a result of a complaint, the irregularities related to an alleged favoritism in the bidding for a council service contract have been examined. Part of the services to be fulfilled in this contract may have already been fulfilled in a previous one. Despite the fact that there was no overlap in the contracted tasks, the management of the municipal services was not diligent when carrying out the analyzed services. The signing of successive minor contracts for the acquisition of a service that was required repeatedly and on a recurring basis was not the most appropriate mechanism and most compliant with the regulations on public procurement to cover this type of need. This service should have been tendered and awarded through a procurement procedure that respects the principles of competition and advertising.
