Agency for Management of University and Research Grants (AGAUR)

November-2022

The object of the action concerns an alleged favoritism by officials of the AGAUR in the recruitment, between 2011 and 2015, of people from his personal and political environment. These recruitments would have been carried out directly, in violation of the working conditions protocol and basic principles in the selection of personnel in the public sector. As a result of the detected irregularities, it is recommended, on the one hand, that the power to ex officio review be exercised over the indicated selective processes and, on the other hand, that preventive actions be promoted in order to avoid the repetition of possible irregularities in this area. Also remembering that -in accordance with Additional Provision 17a of Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of basic statute of the public employee- the Public Administrations are responsible for compliance with the provisions contained in this rule, they must promote the development of performance criteria that allow to ensure compliance and must demand the responsibilities that proceed in case of irregular actions in the matter.
